Chief Jenkins 200 words:


Chief Gary Jenkins is in his second year as the head of the Pullman Police Department. After a move from Clairmont, Calif., Jenkins has found a new home among Pullmanites and WSU students.

Despite a change of scenery, not much has changed in the way Jenkins interacts with the local media.

“The bottom line is it’s a relationship,” he said. “The better the communication is, the more information can be exchanged.”

During a question and answer session with a WSU Jounalism class Wednesday, Jenkins encouraged students to get to know officials in their local police departments.

“If there’s not any trust built up, the officer is not going to give out the information you need,” he said.

Jenkins told students that a journalist-law enforcement must go both ways, and that mutual respect is required for each party to thrive.

Journalists should also give advanced notice to police before an interview, so law enforcement officials will be better prepared to answer reporters’ questions, Jenkins added.

Having accurate information, especially in print media, is very important, he said.

“Personally it doesn’t matter if I’m quoted exactly,” Jenkins said. “The important thing is that the reporter captures the essence of what I’m saying.”

Final story

At a glance, no-till farming appears to be a silver bullet. Researchers and a small subset of Washington’s farmers claim it reduces greenhouse gases, produces higher crop yields and improves the health of local fauna, all while reducing costs to the farmer. 
However, several recent studies from around the globe tell a different story. No-till’s carbon dioxide savings may be outweighed by an increase in nitrous oxide produced by the farming practice. 
Traditional agriculture accounts for 80 percent of nitrous oxide and 30 percent of methane emissions in the US, according to a presentation from David Granatstein, a researcher with the WSU’s Center for Sustaining Agriculture & Natural Resources (CSANR) and the USDA.
A further increase in emissions from widespread no-till techniques could add to nitrous oxide’s impact on the environment, which already accounts for six percent of the earth’s greenhouse effect, and has 298 times more warming potential per molecule than carbon dioxide, according to Granatstein’s presentation.
But an overall increase in greenhouse gas (GHG) emissions due to nitrous oxide has yet to be definitively pinned down.
A 2010 study released in ‘Soil and Tillage Research’ measured fluxes of nitrous oxide, carbon dioxide and methane on conventional farmland and land that has been no-till for 5-7 years in Northern European climates.
The results suggest there is a risk of increased nitrous oxide emissions in the first years of no-till, while carbon dioxide is reduced and methane fluctuation is negligible. 
A separate study conducted by the School of Environmental and Natural Resources at Ohio State University in 2008 says otherwise.
“Data from this study suggested that adoption under no-till ... may reduce Global Warming Potential associated with nitrous oxide and methane emissions by approximately 50 percent compared to (conventional tilling techniques),” the study said.
The verdict on nitrous oxide has not been finalized, with the environmental risks and rewards dependent just as much on tilling techniques as the location of the land.
“We’ve done some studies on it at WSU and I’d say the jury is out, it’s not entirely clear,” Granatstein said. “We ran some work with the crop model and did some field measurements, what we found was that carbon was going down but that nitrous oxide was indeed going up.”
Granatstein also mentioned that results for different parcels of land short distances apart produced different results, further confounding the results of their studies.
“In short, there’s no forlorn conclusion.” Granatstein said. “In some cases it goes one way and in some cases it goes another.”
No till on the Palouse
John Aeschliman is in a unique position to assess no-till farming’s impact in the area; he has been doing it longer than anybody else.
For more than 35 years Aeschliman has run a no-till system on his land near Colfax, Wash.
“I was fortunate enough to get to rub shoulders with some of the early no-till innovators way back in the 1970s,” he said. “In fact I had one of the first no-till drills that was built in the Palouse.”
For Aeschliman, the gain or loss of greenhouse gases is of lesser consequence. The real reward for no-till on the Palouse is soil conservation through reduced erosion. 
“There’s hardly any place else in the US or the world that’s like the Palouse,” Aeschliman said. “In fact the Palouse soil is some of the richest in the world.”
Despite the rich soil, Aeschilman said Palouse area farmers face a distinct problem. 
“The main challenge is that it’s very hilly and steep,” he said. “And that was the main reason I went into it in the first place was to control the erosion.” 
In a conventional tilling system, nutrients and fertile topsoil would get washed further downhill with each tilling cycle. The no-till system keeps the soil and nutrients in place, creating and saving the fertile soil. 
Aeschliman said he hasn’t heard any definitive evidence about an increase in nitrous oxide from no-till farming.
“I’m not just sure what direction (the researchers) are coming from on that,” he said. “Both conventional and no-till (farming) use commercial fertilizers that put down the nitrogen.”
According to Aeschliman, no-till and conventional systems fertilize basically the same, and the only increase in atmospheric nitrous oxide would come from a no-till system being agitated. 
“I don’t want to say they’re not true,” he said. “But I’m not aware of (an increase in nitrous oxide) as a fact.”
Promising, but with further flaws
Although the battle over no-till’s role in GHG emissions is not over, no-till doesn’t come without its own concrete drawbacks, said Chad Kruger, the director of WSU’s Center for Sustaining Agriculture & Natural Resources (CSANR).
“The big environmental concern with no-till is that it’s dependent on herbicides,” he said. “In a conventional system we use tillage to control weeds, but if we reduce tillage, we lose our ability to easily control weeds.”
Without the physical ability to efficiently remove weeds, farmers must rely on chemicals like Roundup, which have their own environmental shortfalls, Kruger said. 
“Generally speaking though, the environmental benefits outweigh the herbicide issue,” he said. 
However, Kruger said the herbicide tradeoff depends largely on your perspective.
“There’s lots of people out there that think that the negatives that come with the herbicide use outweigh the greenhouse gases saved and erosion,” he said. “It just all depends on your situation.”
No-till crops may also be more susceptible to disease if not rotated properly, Kruger said, and knowledge about how to care for a no-till system is not as readily available as traditional agricultural means. 
But ultimately, the no-till system boils down to dollars and cents. Most farmers won’t transition to a no-till system if it won’t earn them more money, he said. 
“Buying a no-till drill and a no-till sprayer and all of the other equipment necessary to run that type of system is fairly expensive when you add it all up,” Kruger said. “It doesn’t make a lot of sense to switch systems if you’re not convinced it will make you more money and you’ve been farming a certain way with success for a long time.”
There is also a transitional period when switching to the no-till system where farmers may experience poor yields and a lack of know how, he said. 
When combined with drainage issues in wet climates and hydration problems in dry ones, no-till can be a tough sell.
“Switching over can be a huge challenge,” Kruger said. “And it scares a lot of farmers away.”
Though the cost of new equipment is a drawback, Granatstein said it is minor when state grants and reimbursement programs that encourage no-till farming are considered. 
The main problem is mentality, he said. Though research has ironed out most of no-till’s problems, it hasn’t flattened them all. That mindset sticks with most farmers who see no incentive to rock the proverbial boat. 
“No till wasn’t all that successful in the beginning like it is now, and it has taken a while for people to get over that,” Granatstein said. “Farming is a pretty high stakes business and people would rather stick with what they have than try something new and risk it all.”
If not a silver bullet, at least a silver lining.
Though no-till has its drawbacks, the consensus from farmers and scientists in the region remains positive: the benefits of no-till outweigh the risks.  
“Not all of the different no-till systems are equally good for the environment, some are better than others,” Aeschliman said. “But they’re all better than till systems.”
No-till also increases the amount of healthy bacteria and macrophages that may be missing from tilled soil, Kruger said. In turn, the stability brought on by no-till methods creates a more rich and stable living environment for animals like earth worms to thrive in.
“It’s not a perfect system yet, but it’s getting better all the time,” Granatstein said. “And it’s very exciting.”

“Probably the number one facet (of no-till) is reduced erosion potential, either wind-based erosion or water-based erosion,” he said. “Because you haven’t disturbed the soil with tillage and exposed it to the elements, the residues from the prior crop stay on top and hold (the soil) together like a natural prairie.”

With soils more firmly in place, the ground becomes increasingly fertile through more permanent carbon sequestration, he said. This carbon capture inhibits the release of CO2 into the atmosphere.

No-till’s more established root system can decrease the amount of contamination from farming that runs into water systems, trapping and filtering field runoff, Granatstein said.

“Of course soil erosion by itself is a problem in the field but then it has all kinds of problems when that soil washes into water and goes off-site,” Granatstein said. “So the problem is a lot bigger than a farmer just losing soil, and (no-till) does a lot more than just help the farmer keep his soil.”

Political Story

Gov. Christine Gregoire’s special 30-day legislative session slated for Nov. 28 aims to carve out $1.4 to 2 billion from next year’s budget, cutting up to $440 million from state health and housing programs for the elderly and disabled most in need of government aid.
But behind the nearly incomprehensible numbers, many disabled and elderly who were left reeling from this year’s cuts may face an even more dire reality if the newest round of proposed cuts are enacted: homelessness. 
“To look in somebody’s eyes (whose lack of state funding has led to homelessness), the fear that you see in their eyes when they come in here, they’re so scared it’s like they’re not even living, like they’re not even able to exist,” said Linda McClain, the executive director of Coalition of Responsible Disabled (CORD), an advocacy group based in Spokane, Wash., that provides living opportunities for persons with disabilities, and is the only center of its type in the region.
Because CORD is federally funded, its services will not be affected by state budget cuts. However, the cuts will affect Eastern Washington residents that CORD serves on a daily basis and who rely on state funding for housing, medical care or other services. 
“There’s 1800 people in Spokane County alone that have been eliminated off of the disability lifeline program (during the latest budget cuts),” McClain said. “What is happening is they are calling, our phone is ringing off the hook, people are coming into our building or living in our parking lot because they have no place to go.”
McClain fears the desperation could worsen if any more money from social services for the elderly and disabled is cut.
Which is exactly what may happen next year.
“When you don’t have money, you can’t pay rent,” McClain said. “And there’s some pretty notoriously cheap places with horrible living conditions here, and people can’t even go stay in those places because they’ve lost their funding.”
Current plan would cut health care
In addition to cuts in in-home care and housing, health benefits could be cut as well. One proposed plan would eliminate prescription drug coverage for thousands in need across the state.
“I think that would be catastrophically foolish,” said Jae Kennedy, an associate professor in the Health Policy & Administration program at WSU Spokane. “And some of the across the board cuts to essential services would be foolish.”  
McClain said even taxpaying citizens with disabilities may soon lose access to essential health care benefits like dental coverage that keep them independent.
“(Some of our clients) really need dental because maybe they are HIV positive or they have other disabling factors in their life,” she said. “If you can not get dental care it’s going to lead to other long-term health problems which in turn costs the taxpayers more money.”
In addition to cutting funding for state programs, the cuts could also decrease access to the programs themselves. 
“(The cuts may) raise eligibility requirements and eliminate services for 25,000 developmentally disabled and elderly clients who now receive services ranging from in-home assistance with eating, bathing, medication management and toileting, to extensive hands-on assistance in a nursing home,” a release from the governor’s office said.
The changes to eligibility requirements would save the state $204.3 million, and the alternative measure would save $35 million by reducing eligibility for Medicaid beneficiaries and cutting services for 5,000 elderly clients and 600 people with developmental disabilities. 
Cuts taken from developmental disabilities programs and long-term care would total $403.5 million according to the latest draft of proposals, and could rise to more than $440 million if alternative cuts are enacted as well. 
Cheryl Amann, the associate director of CORD, warned that this round of cuts could take even more away from programs that were already hit badly this year.
“Last year the legislature disbanded the disability lifeline program,” Amann said. “When they did that, they transferred funds into the Department of Commerce under the housing and essential needs grant.”
Within the governor’s current proposal, more money would be siphoned out of the Department of Commerce, likely cutting the disability lifeline program even further, she said. 
“We are talking probably less than $150 a month for individuals with disabilities who have absolutely nowhere else to go,” McClain said. “We’ve had a couple folks that because of the proposed budget cuts and from the loss of disability lifeline, they literally have been put in a psychiatric ward to be stabilized.” 
McClain fears that as the newest round of cuts are happening, more people are going to become part of this worst-case scenario. 
“I understand that we need to have a balanced budget, but (the legislators) are doing it at by sacrificing human value and human life,” McClain said. 
Jobs for the developmentally disabled could become harder to find. 
The cuts that will come out of this month’s special legislative session will take money away from programs that place people with disabilities into jobs, Executive Director of Palouse Industries Eric Hoyle said. 
Palouse Industries is a non-profit in Pullman, Wash., that aims to educate and train adults in vocationally-related programs, according to its website. 
As a result, Hoyle and Palouse Industries are able to see the effect of job cuts for persons with disabilities on the ground level. 
“On the employment day programs, we are most certain to have approximately 37 percent cuts,” he said. “So people (with disabilities) who are working out in the community will be experiencing the cutbacks.”
These employment day programs often provide job support services, where job coaches support workers with disabilities and help them gain the skills and independence needed to retain their jobs, Hoyle said. 
“If (the job support services) are cut back by a third, there could be growing issues in terms of job security for people with developmental disabilities,” Hoyle said.
Some people with developmental disabilities may even lose their jobs, he said, though the cuts will most likely result in fewer days of employment for Palouse Industries’ clients each week.
In spite of the likelihood of funding cuts, Hoyle remains optimistic that day programs can trim services to fit within the cuts that have been proposed.   
“Although its going to affect Palouse Industries as a non-profit agency and the services  we offer, we will just have to be very strategic and efficient with the services that remain in order to help people retain their jobs,” he said. 
Solutions and sacrifices
While solutions or alternatives to the budget cuts may be rare, Kennedy said smarter moves in health care for the needy could be made.
One example would be a reorganization of Medicaid, Medicare and President Obama’s Medicare Part D program, a federal program that aimed to help states pay for medication for those eligible for state Medicaid and Medicare (dual eligibles). 
After the Part D program was implemented in 2006, dual eligibles were taken out of their Medicaid programs and enrolled solely in Part D programs, Kennedy said. The program ended up being more expensive for the patients, and more expensive for the federal and state governments combined. 
“There’s been some talk about folding dual eligibles back into the state drug benefits and then paying a federal premium to the state Medicaid programs, which would increase revenues for the states,” Kennedy said.
The states would then be able to negotiate lower costs for drugs and not have the type of administrative overhead and profit that Part D plans have, he said.  
With so many cuts to services for the elderly and disabled, it is not clear whether the proposed cuts will work in the long run.
“Some people will end up going to the nursing home earlier and some people will end up going to the hospital earlier,” Kennedy said. “Whether that’s going to partially or totally offset the savings from reducing program enrollments is not clear.”
Many elderly will end up relying on the care and budgets of families and friends, Kennedy said. And many will go without. 
Though Kennedy believes the cuts are necessary, it does not mean they are moral.
“I think that as a society we should ensure ourselves and our community against impoverishment and involuntary institutionalization and foregoing essential health services just because we’re not willing to pay for it,” he said.
Kennedy was quick to note that the legislature and governor are not immoral for proposing or enacting cuts, but simply dealing with the economy they have been dealt. 
The blame may lay at a much broader level.  
“The fact that the US is one of the few developed countries on the planet that doesn’t have an adequate and rational system for providing healthcare and long-term care benefits for the poor and disabled is immoral,” he said.
